Please find enclosed HRF-102 titled "Losing hearts and minds".

Peace slogans are all very well, but it is actions that count. If the latest extrajudicial killing in the northeastern Indian state of Manipur is any indication, the Indian government can forget about winning hearts and minds in the country's "disturbed areas".
Manipur is one of the states in which the Armed Forces Special Powers Act
(AFSPA) is in force. The Act gives the Central Government the power to declare any State or Union Territory a disturbed area and allows security forces to fire at any person if it is considered "necessary for maintenance of law and order." Arbitrary executions are only one aspect of life under the AFSPA. The Act effectively grants immunity to security forces by requiring that the Central Government's permission be obtained before legal action can be initiated.

As explained in our initial correspondence to you, HRFs are meant to provide background information on human rights issues. You are free to use the features for reference in any work that you may do. If you use a feature or a part thereof in any published work, please cite HRF as the source. We would also appreciate it if you could send us a copy of the published work.
