Dear Madam/Sir,
Please find enclosed HRF-110 titled "Bhutan's Shame: Refugees camped in Nepal must be allowed back home".
For more than ten years, Bhutanese of ethnic Nepali origin, many of whom were forced out by the Government of Bhutan as part of a deliberate policy of racial discrimination, have camped in refugee camps in Nepal. A number of joint ministerial meetings between the governments of Nepal and Bhutan as well as the setting up a joint verification process have failed to kickstart the repatriation process. The biggest stumbling block has been the insincerity of the Government of Bhutan. The problem has been compounded the ineptness of Nepal which agreed to the faulty categorisation of refugees that seeks to ensure that not all refugees will get to go home.
Amidst the flurry of options proposed by well-meaning actors in the international community, it must be kept in mind that the refugees' first preference is to go back to Bhutan. It must also be remembered that by capitulating to Bhutan's obduracy, the international community will effectively condone Thimpu's discriminatory policies and the forced evictions of its citizens.
